Tamerlan Garayev

Born on January 30, 1952 in Aghdam, Azerbaijan.

Graduated from Azerbaijan State University, Faculty of Law in 1973.  Obtained master degree from Academy of Science, Philosophy and Law Faculty. Through 1981 studied for PHD of Law at Scientific Researches University, Ministry of Internal Affairs, Moscow. Obtained Doctor of Law degree at the same University in 1993.
