BILATERAL RELATIONS
The Republic of Indonesia recognized the independence of the Republic of Azerbaijan on December 28, 1991 and diplomatic relations between the two countries were established on September 24, 1992.
The President of the Republic of Azerbaijan, H.E. Mr. Ilham Aliyev signed a Decree on the establishment of the Embassy of the Republic of Azerbaijan in the Republic of Indonesia on April 16, 2004 and with another Decree signed on September 13, 2005 Ibrahim Hajiyev was appointed as Ambassador Extraordinary and Plenipotentiary of the Republic of Azerbaijan to the Republic of Indonesia.
The Embassy of the Republic of Azerbaijan was established in Jakarta, on February 1, 2006 and it was the first Embassy of Azerbaijan opened in Southeast Asia. After four years the Republic of Indonesia established its Embassy in Baku on December 2, 2010.
Azerbaijan and Indonesia enjoy strong and trusted partnership, including mutual political support based on bilateral ties of brotherhood and friendship. Two countries cooperate very actively in international organizations and always support each other in UN, OIC, NAM and other international organizations. Both countries recognize and support their territorial integrities and sovereignties within their internationally recognized borders. Azerbaijan has always supported brother nation of Indonesia with humanitarian assistance when it was experiencing difficult days as a result of natural disasters.
Wide-ranging bilateral relations between two countries are expanding across many spheres. Both sides promote mutual investment and trade, cooperation in the tourism sector, expansion of educational and cultural relations, and establishment of relations between the regions of Azerbaijan and Indonesia.
Bilateral cooperation in the field of public services is one of the rapidly developing fields between two countries. Azerbaijan is sharing experiences of its own establishment and brand, called the “ASAN Service”, which is a “One Stop Shop” system for all public services under one roof.
Promotion of cooperation between universities and educational institutions of Azerbaijan and Indonesia is one of the significant areas that is kept in focus and since 2018, Azerbaijan provides scholarships for all higher education levels in its universities for citizens of member countries of the OIC and the Non-Alignment Movement where Indonesia is also member.
Azerbaijan places great importance to the further development of economic cooperation with Indonesia and in this context backs expanding of the legal framework between two countries.
Important high-level visits and meetings
On June 5-6, 2015 the delegation headed by the Minister of Energy and Mineral Resources of the Republic of Indonesia, Mr. Sudirman Said, paid a visit to Azerbaijan. During the visit, President of the Republic of Azerbaijan H.E. Mr. Ilham Aliyev had received Mr. S. Said Within the framework of S. Said’s visit, Joint Declaration was signed between the Ministries of Energy of Azerbaijan and Indonesia.
On September 22-26, 2015 Memorandum of Understanding was signed between ADA University and Education and Training Center of the Ministry of Foreign Affairs of Indonesia during the annual conference of the International Forum of Diplomatic Academies held in Warsaw.
On September 21-24, 2015 Chairman of the National Commission on Human Rights of the Republic of Indonesia Mr. Nur Kholis paid a visit to Azerbaijan.
On August 8-12, 2016 delegation headed by the Chairman of the Constitutional Court of the Republic of Azerbaijan, Mr. Farhad Abdullayev, paid a visit to Indonesia in order to participate in the 3rd Congress of the Assosiation of the Asian Constitutional Courts held on the island of Bali under the headline “Protection and provision of constitutional rights of citizens”.
On February 18-24, 2017 delegation of Indonesia-Azerbaijan interparliamentary friendship group functioning in the Parliament of the Republic of Indonesia paid a visit to Azerbaijan.
On May 8-12, 2017 delegation headed by the Director-General of Baku International Sea Trade Port LLC Mr. Taleh Ziyadov took part in the 30th World Conference of International Port Association held in Bali. Within the framework of the conference, Memorandum of Understanding on cooperation between the Baku International Sea Trade Port and the Indonesia Port Corporation was signed.
On July 24-26, 2017 delegation headed by the Chairman of the State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan, Mr. Inam Karimov paid a visit to Indonesia. During the visit, Memorandum of Understanding on cooperation in the provision of progressive public services was signed between the State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan and the Ministry of Administrative and Bureaucratic Reforms of the Republic of Indonesia.
On September 9-12, 2017, delegation headed by the Chairman of the Second Commission of the House of Representatives of the Republic of Indonesia Zainudin Amali paid a visit to Azerbaijan.
On September 26-28, 2017, delegation headed by the Special Envoy of the President of the Republic of Indonesia for the countries Middle East and the Organization of Islamic Cooperation Mr. Alwi Shihab paid a visit to Azerbaijan.
On April 5-6, 2018, delegation headed by the Deputy Foreign Minister of Indonesia Mr. Abdurrahman Mohammad Fachir paid a visit to Azerbaijan to attend the Mid-Term Ministerial Conference of the Non-Aligned Movement held in Baku.
On April 19, 2018, President of the Republic of Indonesia H.E. Mr. Joko Widodo sent a congratulatory letter to President of the Republic of Azerbaijan H.E. Mr. Ilham Aliyev on the occasion of the establishment of diplomatic relations between the two countries on September 24, 1992.
On September 11-16, 2018, Minister of Culture and Education of the Republic of Indonesia Muhajir Effendi visited Azerbaijan to attend the Third Indonesian Festival in Baku. During the visit, Mr. Effendi met with Minister of Culture of the Republic of Azerbaijan Abulfaz Garayev, Minister of Education Ceyhun Bayramov and Rector of the Azerbaijan University of Languages Kamal Abdulla.
On January 17, 2019, the 2nd Indonesian-Azerbaijani Political Planning Dialogue was held in the Ministry of Foreign Affairs. Delegation of Indonesia attending the event, was headed by Director General of the Policy Analysis and Development Agency of the Ministry of Foreign Affairs of Indonesia Mr. Siswo Pramono. During the meeting, the sides exchanged views on the strengthening of cooperation in the political, economic and humanitarian spheres and the possible mutual steps taken in this direction.
On December 6, 2022, the 3rd bilateral political consultations - "3rd Political Planning Dialogue" were held between the Ministry of Foreign Affairs of the Republic of Azerbaijan and the Ministry of Foreign Affairs of the Republic of Indonesia (Foreign Policy Strategy Agency of the IR MFA) in Jakarta. In the consultations, the delegations were represented by Deputy Minister of Foreign Affairs Elnur Mammadov from Azerbaijan, and from the other side, the head of the Foreign Policy Strategy Agency of the Ministry of Foreign Affairs of the Republic of Indonesia, director general Dr. Yayan was directed by GH Mulyan.
Chairmen of Parliaments
On November 8-10, 2012, Chairman of the Milli Mejlis (Parliament) of the Republic of Azerbaijan Mr. Ogtay Asadov paid an official visit to Indonesia.
On April 15-18, 2013, Chairman of the House of Representatives of the Republic of Indonesia, Mr. Marzuki Alie paid a visit to Azerbaijan.
On September 19-22, 2018, Chairman of the Regional Representative Council of Indonesia H.E. Oesman Sapta took part in the events held on the occasion of the 100th anniversary of the Parliament of Azerbaijan Democratic Republic.
On January 31, 2023 a meeting was held between the members of the Azerbaijan-Indonesia inter-parliamentary relations working group and the Indonesia-Azerbaijan inter-parliamentary friendship group in the Milli Majlis.
On 12 March 2023, Speaker of Milli Majlis Sahiba Gafarova met with Secretary General of ASEAN Inter-Parliamentary Assembly (PA) Siti Rozaimeriyanti Dato Haji Abdul Rahman as part of her business visit to Manama, the capital of the Kingdom of Bahrain. At the end of the meeting, a Memorandum of Understanding was signed between the Non-Aligned Movement Parliamentary Network and the ASEAN Inter-Parliamentary Assembly.
Ministers of Foreign Affairs
On May 11-12, 2008, Minister of Foreign Affairs of the Republic of Indonesia Mr. Hassan Wirajuda paid an official visit to the Republic of Azerbaijan.
On May 25-27, 2011, Minister of Foreign Affairs of the Republic of Azerbaijan Mr. Elmar Mammadyarov paid a visit to Indonesia to attend the 16th Ministerial Conference of the Non-Aligned Movement held in Bali.
Cooperation in the humanitarian sphere
Culture
On 4 april 2023 The signing ceremony of the "Memorandum of Understanding on cooperation in the field of culture between the Ministry of Culture of the Republic of Azerbaijan and the National Commission for Culture and Arts of the Republic of the Philippines" was held.
On November 19-20, 2016, the 1st Indonesian Cultural Festival in Baku was held.
On September 9-10, 2017, the 2nd Indonesian Cultural Festival in Baku was held.
On September 11-16, 2018, the 3rd Indonesian Cultural Festival in Baku was held.
Education
In 2010, Indonesian Research Center was established at Azerbaijan University of Languages.
On March 14, 2013, Memorandum of Understanding was signed between Baku State University and Sumatra University.
In September 2015, Memorandum of Understanding was signed between ADA University of the Ministry of Foreign Affairs of the Republic of Azerbaijan and the Education and Training Center of the Ministry of Foreign Affairs of the Republic of Indonesia.
On December 17, 2018, delegation headed by the Vice-Rector for Academic Affairs of the University of Indonesia Mr. Bambang Wibawarta paid a visit to Azerbaijan. Within the framework of the visit, Memorandum of Understanding on cooperation was signed between Azerbaijan University of Languages and University of Indonesia.
Humanitarian aid
In 2005, under the instruction of the President of the Republic of Azerbaijan humanitarian assistance in the amount of 1 million US dollars was provided to the Republic of Indonesia in connection with earthquake and tsunami on December 26, 2004.
In 2006 under the instruction of the President of the Republic of Azerbaijan humanitarian assistance in the amount of 100 thousand US dollars was provided to the Republic of Indonesia in connection with earthquake.
In 2009 under the instruction of the President of the Republic of Azerbaijan humanitarian assistance in the amount of 30 thousand US dollars was provided to the Republic of Indonesia in connection with the earthquake on the West Sumatra Island.
On October 3, 2018, under the instruction of the President of the Republic of Azerbaijan, 50 thousand US dollars of humanitarian aid was provided to the Republic of Indonesia in connection with the earthquake on August 5, 2018 on Lombok island in the east of Indonesia.
On November 8, 2018, under the instruction of the President of the Republic of Azerbaijan, 50 thousand US dollars of humanitarian aid was provided to the Republic of Indonesia in connection with the earthquake on Sulawesi island of Indonesia on September 28, 2018.
Economic cooperation
On February 1-2, 2016, Azerbaijan-Indonesia Energy Forum was held in Baku.
